Texas House Passes Bill to Create State’s First School Choice Program

Gov. Jeb Bush, Founder and Chairman of ExcelinEd in Action, issued the following statement on passage of the state's first private school choice program by the Texas House of Representatives:

Abbott and the Texas Legislature are poised to adopt one of the largest school choice programs in the nation—providing families with the ability to choose the education that best fits their child’s needs.

About the Legislation 

SB 2 would establish Texas’ first private school choice program—a universal eligibility education scholarship account (ESA)—set to launch in the 2026–2027 school year. With an initial investment of $1 billion, the program could serve approximately 100,000 students at more than $10,000 per base scholarship.  

Key features include: 

Texas is poised to become the 19th state in the nation to adopt an education scholarship program and the 11th to include universal eligibility. When fully implemented, the Texas program will be among the largest in the country.  

The legislation now heads back to the Senate for final approval.
