In the heart of the South, Alabama is witnessing a transformation of its education landscape. Under the visionary leadership of Gov. Kay Ivey, the state has embarked on a journey toward student-centered education policies that are propelling Alabama toward that goal.  

As we delve into Alabama’s 2023 legislative wins, it’s evident that state lawmakers took bold steps in making strategic investments in students. The statewide improvements highlighted below will yield positive outcomes for students not only this school year, but also for generations to come. 

Expanding Opportunity: Alabama Tax-Credit Scholarships  

One of the pivotal developments for Alabama in 2023 was Senate Bill 263, a landmark piece of legislation that expanded educational opportunity for students across the state. This bill broadened the scope of the state’s Education Scholarship Program, created a decade ago.  

Under the new legislation, students with special needs and those enrolled in low-performing traditional public schools now have the chance to access flexible-use scholarships that can be used for educational services and resources that best fit their needs. This has the potential to be life-changing for the more than 150,000 children in Alabama who require Individualized Education Plans.  

Further, the Alabama legislature also raised the program’s income eligibility cap to 250 percent of the poverty line, which would be $75,000 for a family of four. This change removes financial barriers that stifle the dreams of countless Alabama families seeking a better education for their children.  

Additionally, the scholarship amount cap increased to $10,000 per individual, and the overall cap for the Education Scholarship Program statewide increased by $10 million, reaching a maximum of $40 million. This means that at least 4,000 students can now be served by this program.  

Investing in Innovation: Alabama Charter School Start-Up Funding 

In 2023, Alabama lawmakers recognized that supporting multiple learning options translates into improved outcomes for students and their communities.  

Since passing a charter school law in 2015, Alabama has extended access to public charter school options to students across the state. New legislation this year makes updates to the law and increases access to high-quality public school choices for students and families.  

Specifically, the law serves to attract high-quality charter management organizations by providing much-needed start-up funds to public charter schools in their first year of operation. Additionally, the law  streamlines appointments to the state’s Charter School Commission and increases training and number of staff to support the commission. These steps to strengthen Alabama’s charter school sector will help more families find the best public school setting for their child. 

Paving Pathways to Prosperity: Career-Oriented Education in Alabama 

Alabama isn’t just expanding access to different schooling types, it’s also enhancing forward-focused pathways in education. A robust framework is now in place to help students gain a head start on their dreams by providing instruction and credentials that prepare them for prosperous careers after high school. Recent legislative actions have further elevated this initiative, ensuring that students, families and businesses all have a brighter future. 

House Bill 109 created the ATLAS data system and the P-20W Council to connect data across the state’s education-to-workforce landscape. This cross-agency collaboration will provide the state with more robust and actionable data that has the potential to provide critical insights about quality and student outcomes from K-12, postsecondary and workforce programs, helping to inform future policy and implementation decisions. The bill also increases transparency for policymakers, employers, students and families on which credentials are aligned with in-demand occupations. House Bill 109 empowers Alabama to continue strengthening alignment between education offerings and workforce demands, supporting a strong economy now and well into the future.   

A critical yet often overlooked aspect of student success is financial literacy. Alabama’s new law strengthens the state’s financial literacy requirements for high school graduation from an integrated course into a stand-alone financial literacy course. Equipping students with lifelong money management skills is essential for their personal and financial growth, and these classes will undoubtedly make a meaningful impact. 

Engaging Creative Solutions: Alabama’s Teacher Pipeline 

This year, Alabama joined the Interstate Teacher Mobility Compact, along with nine other states. This compact facilitates the recognition of teacher certifications across state lines, making it easier to attract experienced educators with proven training. This move acknowledges that a well-qualified teaching workforce is instrumental to nurturing the talents and aspirations of Alabama’s young learners. 

All of these measures collectively signal Alabama’s educational renaissance. Policymakers understand that success in education is an ongoing journey, and they are committed to pushing the boundaries of what’s possible. Gov.
