About the Legislation:
SB 295 makes the following changes to New Hampshire’s Education Freedom Account (EFA) Program:
- Creates universal eligibility for EFAs by removing the current income cap (350% of the federal poverty level).
- Caps enrollment at 10,000 students for the 2025–26 fiscal year and beyond, with a provision to automatically increase the cap by 25% in any year when applications exceed 90% of the limit.
- Prioritizes access for existing EFA students, siblings, students with disabilities and students from lower-income households if applications exceed the cap.
- Provides average annual EFA grants of approximately $4,419 per student and allows families to use funds for approved educational expenses like tuition, tutoring, curriculum and online programs.
- Reserves priority space for renewals and establishes rolling application windows to make sure families have flexibility and access throughout the year.
