“Oklahoma has delivered a stronger, clearer and more accountable early literacy policy that aligns instruction with evidence, supports teachers with the right training and ensures students get the help they need before they move onto more complex learning in fourth grade and beyond.
“Oklahoma’s third grade promotion gate sets a firm expectation: every child should read proficiently by the end of third grade—and the state is providing educators and students with the structured support to improve instruction, drive progress and close learning gaps.

About the Legislation
Oklahoma strengthened its early literacy policy to improve reading achievement and support student success. The policy builds on the state’s Strong Readers Act and reinforces practices that help more students become proficient readers by the end of third grade.
